Notice of intention to levy differential rates for the 2023/24 financial year

In accordance with section 6.36 of the Local Government Act 1995, notice is hereby given with respect of the intention of the Shire of Bridgetown-Greenbushes to adopt and levy in the 2023/24 financial year the following rates in the dollar (Rate in $) and minimum payments for differential general gross rental value (GRV) and differential general unimproved value (UV) rates:

The proposed rates in the dollar and minimum payments will fund the estimated budget deficiency of $5.668m. Any further updates to valuations received will result in the rate in the dollars being updated to achieve this advertised rate yield.

A Statement of Objectives and Reasons for adopting these rates is available for inspection at the Shire Administration Building or Bridgetown Library during operating hours, or may be downloaded here. Submissions from electors and ratepayers in respect of the proposed rates or minimum payments and any related matter may be made (in writing) addressed to the CEO by close of business on Thursday, 22 June 2023.  Any general enquiries should be directed to Darren Wilson, Coordinator Corporate Services.

Public Advertisement of Development Application - Extractive Industry

The Shire of Bridgetown-Greenbushes has received a development application from B & J Catalano proposing an extractive industry for which public comments are invited. The application is for gravel excavation on land situated on South Western Highway, Yornup, being lots 1910, 3943, 8749, 1967, 11583, and 1370.

New Commercial Waste Fees 

In response to feedback received, the Shire is planning on making some changes to the Commercial fees that were due to commence on the 1st April 2023. Until the details of the changes are decided it was considered prudent to revoke the fees rather than just change the commencement date.

At this stage there has been no further Council decision regarding the fees, however the intent is to workshop the issue with Council and present a report to a council meeting for formal resolution in the next 2 months. New fees will be introduced beginning of 23/24 financial year.

Local Planning Policy – Development Compliance

At the Ordinary Meeting of Council held 23 February 2023, Council resolved to adopt the draft Local Planning Policy – Development Compliance for the purpose of public advertisement, in accordance with Schedule 2 Regulation 4 of the Planning and Development (Local Planning Schemes) Regulations 2015.

The intent of this Policy is to provide a transparent and consistent approach to town planning and building compliance, through categorisation of compliance according to their level of severity and impact.

Request for Quote - Greenbushes Golf Clubhouse Ablution Refurbishments

Proposals are invited for a suitably skilled and experienced building contractor to undertake capital works as part of the Greenbushes Golf Clubhouse Ablution Refurbishment Works.

Works will be to refurbish existing toilets (including ambulant cubicles and addition of a new accessible unisex toilet and shower) and a small store room.

The scope of works will also entail conservation works to a high standard (in line with the Burra Charter principles) to facilitate future repurposing and fit out to complement existing interpretive services provided at the Greenbushes Discovery Centre.

Minor Review of Strategic Community Plan

Council has commenced a minor review of its Strategic Community Plan.

The Strategic Community Plan shares Council’s vision and aspirations for the future and outlines how it will, over the decade following adoption, work towards a brighter future for the Shire of Bridgetown-Greenbushes community.  The 2021 Plan was developed with full community participation including a survey and community workshop.

In accordance with Section 5.56(1) of the Local Government Act 1995, local governments’ must undertake a review of their Strategic Community Plan every two years, alternating between a minor and major review.

Council’s current Strategic Community Plan 2021-2031 was adopted on 24 June 2021.  A minor review is therefore scheduled to occur in 2023.

Interested persons are invited to provide input into the minor review process via lodging written comments to the Shire.  To assist those persons, the Council has released a briefing paper which can be viewed here or at the Bridgetown Library during operating hours.

The briefing paper provides details on how to make a submission - submissions (written comments or suggestions) can be submitted as follows:

Town Planning Scheme No 4, Scheme Amendment No 71. (March'23)

Notice is hereby given that the Shire of Bridgetown-Greenbushes has initiated a Scheme Amendment to include an “Additional Use 7” to enable Council to consider a “Motor Vehicle Repair Station” as a discretionary use on Lot 48 Jephson Street Greenbushes and to amend the Scheme accordingly.

Proposed Amendment to Local Law Relating To Fencing (February'23)


The Shire of Bridgetown-Greenbushes proposes to make a local law relating to fencing. The purpose of this local law is to introduce new requirements for licensing of an electrified fence on a commercial or industrial lot. The effect of this local law is that any electrified fence on a commercial or industrial lot is to be located on the property side of the fence, and behind a sufficient fence.

Introduction of New Fees & Charges - Commercial Waste (February'23)

Council has adopted the following fees and charges for the Bridgetown Waste Management Facility to be introduced Wednesday 1 March 2023:

  1. Unsorted General Commercial (incl. C&D) waste: $126.00 / m3 (24 tokens)
  2. Sorted General Commercial (incl. C&D) waste: $63.00 / m3 (12 tokens)

Note: Sorted waste is waste not containing any materials that would be accepted at the facility for recycling or repurposing. General Commercial waste is waste regardless of origin, including Construction and Demolition (C&D) waste, delivered to the site for disposal to landfill by a commercial business.

Expressions of Interest - Human Resource/Recruitment Consultancy Services to Assist with CEO Recruitment Process (February'23)

Expressions of Interest are being sought from Human Resource/Recruitment Consultants to assist Council’s CEO Recruitment Committee in the recruitment and selection processes for filling the position of Chief Executive Officer.

Submissions must include either a fixed price or an hourly rate with estimation of hours as well as an outline of the consultant’s preferred outline of the process.

Introduction of New Fees (December'22)

Council has adopted the following fees to be introduced Saturday 24 December 2022;

  • A reduction to the Shire’s Bookeasy commission received from Bookeasy accommodation booking system from 12.75% to 12.5%.
  • A booking fee of $195 to cover half the estimated cost of installation and removal of community/events banners from the banner poles at the northern entrance to Bridgetown
  • A fee of $3.00 per item for the purchase of Shire Trails booklets
  • A weekly (7 day) gym membership fee of $20.00 at the Bridgetown Leisure Centre.

Green waste drop off location changed for 7 - 9 (December'22)

The green waste is scheduled to be mulched at the Waste Facility this week and as a result the usual green waste drop off area will be temporarily closed from Wednesday 7 to Friday 9 December. Green waste loads will still be accepted, with residents being directed to an alternative drop off area. If you can delay loads to the weekend or the following week that would be appreciated. Any residents with breathing difficulties may want to avoid the site for this period as mulching operations can be dusty.

Unique Business Opportunity - Bridgetown Railway Station (September'22)

Liquid Waste Facility Temporary Closure (August'22)

The Shire’s liquid waste facility has been temporarily closed due to capacity being reached. This has occurred due to the recent heavy rains rapidly filling the pond. Arrangements are currently being made to undertake a transfer to another facility to allow the Shire to reopen our facility as soon as possible. There are a number of compliance issues to be addressed as part of the transfer and the expected timeframe is 3-4 weeks.

The Shire considers these seasonal facility closures an important community issue and it has been t

reated as a priority. Last year, the Shire undertook extensive detailed modelling of the facility’s performance over a 20-year projected period with a number of solutions investigated. Ultimately a system using 2 x 250kl covered tanks to hold excess winter volume to be released back to the pond in summer was selected.  This solution was chosen on the basis of it being the most cost-effective while also addressing the performance problems.

Before construction could proceed, the proposed tanks and related infrastructure required approval and site license amendment by the environmental regulator (DWER). Obtaining approval took an unexpectedly long time, undergoing a number of design changes during the process before final approval was received in July this year. This regrettably resulted in the planned works not able to be completed before the 2022 winter. Site works will begin when the current wet ground conditions improve and the Shire is in the process of arranging other required materials and contractors for the project. Completion timeframe will depend on contractor availability, however, the Shire is aiming for Nov/Dec this year.

What Do I Do With My Waste In The Meantime?

Liquid waste from our Shire is still accepted at other facilities and there are a number of contractors that will perform the service.

Proposed Temporary Workers’ Accommodation Lot 7 Greenbushes-Grimwade Road, North Greenbushes (September'22)

Notice is hereby given that the Shire of Bridgetown-Greenbushes is currently considering a development application for a 60 employee (approximately) temporary worker’s accommodation.  Approval is sought for a three year period.

Pest Plants Repeal Local Law 2021 (July'22)

The Shire of Bridgetown-Greenbushes has adopted the Pest Plants Repeal Local Law 2021.

The purpose and effect of the Pest Plants Repeal Local Law 2021 is to repeal an obsolete local law and revoke the provisions contained in it, which have now been superseded by State legislation.

The local law was published in the WA Government Gazette on 5 July 2022 and will come into effect from Tuesday 19 July 2022.

Water Corporation: Upcoming Night Works (June'22)

Water Corporation is conducting essential maintenance on the sewers in your area to improve the reliability of the wastewater system.

Work will take place from 5pm-5am Monday 27th June 2022 and will be completed by Saturday 2nd July 2022 along Hampton St Southwest Highway.

This work will have a moderate impact on the community. These works will involve mobile plant, increased noise and lighting near work zone. You may also notice a temporary odour while lids are removed.

Safety is our priority and our contractors are following government advice relating to COVID-19 to complete this work. Please keep a safe distance from our worksites and workers.

Local Government Extraordinary Election - Close of Enrolments (June'22)

Roll Close: 5.00pm Thursday, 16 June 2022

You may be eligible to be enrolled to vote in the local government extraordinary election on 5 August 2022 if you live in or are an owner or occupier of rateable property in the Shire of Bridgetown-Greenbushes.

Residents
You are automatically enrolled to vote if you are on the State Electoral Roll as at 5:00 PM Thursday, 16 June 2022. If you are not already on the State Electoral Roll and meet the eligibility criteria, or if you have changed address recently, you must complete an enrolment form.

Enrolment Forms
You can enrol or update your details online, or download an enrolment form, via the Western Australian Electoral Commission website (www.elections.wa.gov.au/enrol). Forms are also available from the Australian Electoral Commission (www.aec.gov.au). Enrolments and updates must be completed and received by 5:00 PM Thursday, 16 June 2022.

Non-Resident Owners and Occupiers
If you are a non-resident owner or occupier of rateable property in the Shire of Bridgetown-Greenbushes and are on the State or Commonwealth Electoral Roll, you are eligible to enrol to vote. If you are not on the State or Commonwealth Electoral Roll and own or occupy rateable property in Shire of Bridgetown-Greenbushes you may be eligible to enrol to vote. This applies if you were on the last electoral roll for the Shire of Bridgetown-Greenbushes prior to May 1996 and have owned or occupied rateable property in the district continuously since this time. Please contact your local government for details. Owners of land who were on the last Local Government roll continue to retain that status until they cease to own the rateable property to which the enrolment relates. Occupiers do not have continuous enrolment and should contact the Shire of Bridgetown-Greenbushes to confirm their enrolment status. To be eligible to enrol as an occupier, you will need to have a right of continuous occupation under a lease, tenancy agreement or other legal instrument for at least the next three months following the date of the application to enrol.

Joint Owners and Occupiers
If a rateable property is owned or occupied by more than two people, a majority of the owners/occupiers may nominate two persons from amongst themselves who are on either the State or Commonwealth Electoral Roll, to enrol as owner/occupier electors.

Corporations
A body corporate that owns or occupies rateable property may nominate two people who are on either the State or Commonwealth Electoral Roll to enrol as owner/occupier electors.

Notice of Night Work on Hampton Street - Water Corporation

Water Corporation is conducting essential maintenance on the sewers in your area to improve the reliability of the wastewater system.

Work will take place from 6pm to 6am Thursday 5 May 2022 along Hampton Street, South West Highway.

This work will have a moderate impact on the community. These works will involve mobile plant, increased noise and lighting near work zone. You may also notice a temporary odour while lids are removed.

Safety is our priority and our contractors are following government advice relating to COVID-19 to complete this work. Please keep a safe distance from our worksites and workers.

2020/2021 Annual Financial Report (Mar '22)

In its audit report for the 2020/2021 financial year, the Shire’s auditor, advised that the audit had identified significant adverse trends in two of the Shire’s financial ratios. The word “significant” triggers the process outlined in section 7.12A(4) and (5) of the Local Government Act 1995:

(4) A local government must —

(a) prepare a report addressing any matters identified as significant by the auditor in the audit report, and stating what action the local government has taken or intends to take with respect to each of those matters; and

(b) give a copy of that report to the Minister within 3 months after the audit report is received by the local government.

(5) Within 14 days after a local government gives a report to the Minister under subsection (4)(b), the CEO must publish a copy of the report on the local government’s official website.

Special Meeting of Electors (Mar '22)

The Shire of Bridgetown-Greenbushes hereby gives public notice of a Special Electors Meeting. The meeting will be held at 5.30pm Monday 28 March 2022 at the Bridgetown Leisure Centre, 95 Steere Street, Bridgetown.

The Shire has received a request by more than 100 electors to discuss the effects of vaccine mandates. The matters to be discussed as requested by electors are:

  1. Seek declaration of the Shire of Bridgetown-Greenbushes community being declared a ‘Pro-Choice Community’ in relation to State Government vaccination mandates.
  1. To hear and discuss community concerns in relation to the vaccination mandates, specifically seeking a vote of electors in attendance opposing vaccination mandates and declaring Bridgetown-Greenbushes a ‘Pro-Choice Community’.
  1. To advise the Premier and State Parliament of community concerns in relation to existing mandates and request they refrain from imposing further mandates as well as removing all existing mandates currently in place.

This meeting is open to electors of the Shire of Bridgetown-Greenbushes and will be subject to any COVID-19 requirements or protocols. 

To speak and vote at a Special Electors Meeting, you must be an elector of the Shire of Bridgetown-Greenbushes.

Talison Lithium Australia Pty Ltd – Proposed Construction of 132kV Power Line (Feb '22)

The Shire of Bridgetown-Greenbushes has received a development application from Talison Lithium Australia Pty. Ltd. for the proposed construction of a 132 kV overhead power line for the purpose of upgrading the existing power supply to the Greenbushes Lithium Operation and to support the planned mine expansion.

Talison Lithium Australia Pty Ltd has provided a Visual Impact Assessment (VIA) for the proposed works to enable the Shire and the Community to evaluate any visual impacts on the land and view scapes.
A copy of the VIA is available here, at the Shire Library during normal operating hours or by contacting the Shire via email BTNSHIRE@bridgetown.wa.gov.au for a hard copy.

Amendments to Local Planning Policy – Plantation Applications (Feb '22)

At the Ordinary Meeting of Council held on 16 December 2021, Council resolved to adopt amendments to its existing Local Planning Policy – ‘Plantation Applications’ for the purpose of public advertisement in accordance with Schedule 2 Part 2 Clause 4 (1) of the Planning and Development (Local Planning Schemes) Regulations 2015.  

The policy sets out the minimum standards and requirements for applications to establish plantations under the Shire of Bridgetown-Greenbushes Town Planning Schemes.  Also set out are the standard conditions that will be considered by Council in their assessment of plantation applications

Temporary Road Closure (Feb '22)

Nelson Street will be closed on Wednesday 16th February 2022 between 7am and 5pm to allow Western Power to undertake essential pruning works. The closed section will be from Brand Street for 100m east towards Scott Street. No through traffic will be permitted and detours will be in place.

Pest Plants Repeal Local Law (Nov '21)

The Shire of Bridgetown-Greenbushes intends to make the following Local Law:

  • Pest Plants Repeal Local Law 2021

The purpose of the Pest Plants Repeal Local Law 2021 is to repeal an obsolete local law and the effect is to revoke the provisions contained in it, which have now been superseded by State legislation.

Upcoming Sewer Works Along Hampton Street (Water Corporation) (Nov '21)

The Water Corporation will soon be commencing night works to sewer access chambers along Hampton Street.

This work is necessary to ensure the integrity of the sewer system to reduce the likelihood of wastewater overflows. Existing manhole lids will be cut from the bitumen road and replacement lids will be fitted. 

The work is scheduled to be carried out 6:00pm - 6:00am Sunday 5 December to Saturday 11 December 2021.

The work will have a moderate impact on the community. These works involve mobile plant, generators, bitumen cutting and lighting towers over the work zone. You may also notice a temporary odour whilst lids are removed. Works are being carried out on the main street and do not require access into private property. Traffic management will be in place to direct people safely as there will be a land closed for works to be carried out.

There will not be any service interruptions during this time.

Purchase and Removal of Abandoned Vehicles (Nov '21)

 Expressions of interest are invited for the purchase and removal of the following abandoned vehicles:

All vehicles are unlicensed and sold as is.

Calling of Special Council Meeting by Chief Executive Officer (Sep '21)

A Special Meeting of Council is to be held at 5.30pm, Thursday 9 September 2021 in the Council Chambers for the purpose of resuming considerations of the item presented to the August 2021 ordinary Council meeting being ‘Proposed Amendments to Conditions of Development Approval – Talison Lithium Workers Accommodation Camp’.  At its August 2021 meeting Council adjourned debate on this matter to this date so that some specified additional information could be provided, being:

  1. A summary of the presentations made to this meeting by Tracy Lansdell and Nick Petroff and where applicable officer comment thereon.
  2. Feedback from the proponent on the practicalities of implementing the proposals put forward in the presentations of Tracy Lansdell and Nick Petroff.

As Council adjourned debate on the item at the August Council meeting the same agenda item will be presented for resumption of debate and consideration.  The specified information requested by Council will be in the form of a new attachment.  In accordance with Council’s Standing Orders debate on the item will resume from where the adjournment took effect with Council able to consider the new information submitted.

Opportunities for members of the public to participate in ‘Public Question Time’ and complying members of the public to participate in ‘Comments on Agenda Items by Parties with an Interest’ will be available at the Special Meeting.

Public Notice of Intention to Borrow (Nov '20)

Notice is hereby given of the Shire of Bridgetown-Greenbushes’ intention to borrow funds. 

At the Ordinary Meeting of Council held 26 November 2020, Council resolved by absolute majority, to borrow $532,000, the purpose being to assist with funding the Growth Strategy Projects – Redevelopment of the Greenbushes and Bridgetown Railway Stations.  The loan is to be for a period of 20 years and facilitated by the Western Australian Treasury Corporation.

Should a pending grant application be approved the loan amount and term will be reduced to a lesser amount and a shorter term of ten years.

Pursuant to Section 6.20(2) of the Local Government Act 1995, one month’s local public notice of this proposal is hereby given.

Notice of Decision to Levy Differential Rates for the 2020/21 Financial Year (Aug '20)

In accordance with Local Government (COVID-19 Response) Order 2020 – Clause 12: Section 6.36 modified, Council at its meeting held 27 August 2020 resolved to impose the following differential general rates and minimum payments for the 2020/21 financial year:

It is hereby notified for public information that Council, in accordance with Section 6.16 of the Local Government Act 1995, has adopted its Fees & Charges for the 2020/21 financial year to form part of its annual budget.  The Schedule of Fees & Charges may be inspected at the Shire Library during normal business hours or downloaded from the Shire website www.bridgetown.wa.gov.au.

The Fees & Charges apply from 1 July 2020.
