Inter-Library Loans (ILLS) and Freight Services

From July 1 2023, the State Library is no longer able to support a freight contract for the widescale delivery of
    inter-library loans across Western Australia.
The One Library Consortium is made up of 24 library branches. We use the same State Library freight service to move items between participating libraries. This will also end 1 July 2023.
While inter-library loans remain a valuable service for materials that are not readily available for purchase, the ever-increasing online availability of items and rising transport costs make it imperative that the State Library works with public libraries to deliver more sustainable services to the community.
    The Facts
The Inter-library loans service will not be suspended or ceased. It will simply be managed in a different way.
The freight service that delivers items within the One Library Consortium libraries will end.
There is no reduction in State Government funding for the provision of materials not held in local collections.
The State library is committed to working with public libraries to ensure a future-focused, equitable and efficient service for all Western Australians.
All changes will be monitored closely over the next 12 months.
What does this mean for you?
    1. Availability of some printed materials will take longer than usual. Have you considered receiving the item electronically?
Check if the item is available electronically via the following eResource platforms:

    2. It may take longer to deliver your request (“hold”) to you.
    3. The number of requests (“holds”) you can ask for will reduce.
    4. The number of libraries in the Consortium where you can place a “hold” will reduce until a freight solution is found.
    5. Inter-library loans (ILLS) i.e. items borrowed from libraries outside the One Library Consortium will remain available but will be offered in electronic formats in the first instance. We understand this may not suit everyone and ask customers to please contact your local library for more information and assistance.
    6. Ask your local library if they would consider purchasing the item for their collection. Your library will advise you whether the purchase is appropriate and in line with their collection development policy.

What are we doing to ensure you receive the same great service?
The One Library Consortium is working to find an alternative delivery service that is cost effective and sustainable.
We are committed to keeping you informed every step of the way. Thank you for your understanding.

    New Commercial Waste Fees

In response to feedback received, the Shire is planning on making some changes to the Commercial fees that were due to commence on the 1st April 2023. Until the details of the changes are decided it was considered prudent to revoke the fees rather than just change the commencement date.

At this stage there has been no further Council decision regarding the fees, however the intent is to workshop the issue with Council and present a report to a council meeting for formal resolution in the next 2 months. New fees will be introduced beginning of 23/24 financial year.

Any residents with breathing difficulties may want to avoid the site for this period as mulching operations can be dusty.

Unique Business Opportunity - Bridgetown Railway Station (September'22)

Liquid Waste Facility Temporary Closure (August'22)

The Shire’s liquid waste facility has been temporarily closed due to capacity being reached. This has occurred due to the recent heavy rains rapidly filling the pond. Arrangements are currently being made to undertake a transfer to another facility to allow the Shire to reopen our facility as soon as possible. There are a number of compliance issues to be addressed as part of the transfer and the expected timeframe is 3-4 weeks.

The Shire considers these seasonal facility closures an important community issue and it has been t

reated as a priority. Last year, the Shire undertook extensive detailed modelling of the facility’s performance over a 20-year projected period with a number of solutions investigated. Ultimately a system using 2 x 250kl covered tanks to hold excess winter volume to be released back to the pond in summer was selected.  This solution was chosen on the basis of it being the most cost-effective while also addressing the performance problems.

Before construction could proceed, the proposed tanks and related infrastructure required approval and site license amendment by the environmental regulator (DWER). Obtaining approval took an unexpectedly long time, undergoing a number of design changes during the process before final approval was received in July this year. This regrettably resulted in the planned works not able to be completed before the 2022 winter. Site works will begin when the current wet ground conditions improve and the Shire is in the process of arranging other required materials and contractors for the project. Completion timeframe will depend on contractor availability, however, the Shire is aiming for Nov/Dec this year.

What Do I Do With My Waste In The Meantime?

Liquid waste from our Shire is still accepted at other facilities and there are a number of contractors that will perform the service.

    We are unable to provide recommendations, however, below is a list of relevant contractors;

    E-Teq Resources – 0427 411 404

    South West Septics – 0418 914 209

    Sandgroper Contracting – 0403 487 894
